Abstract

Legal protection for prisoners in the context of providing proper food at the Class IIA Correctional Institution in Lhokseumawe is based on Law Number 22 of 2022 concerning Corrections. The background of this study lies in the importance of fulfilling the basic rights of prisoners. The purpose of this research is to identify the forms of legal protection provided to prisoners, examine the implementation of the right to proper food at Class IIA Lhokseumawe Prison, and identify the challenges and efforts undertaken to realize such protection. This research employs an empirical juridical method with a descriptive qualitative approach, utilizing data collection techniques such as interviews, observations, and document studies. The collected data were then analyzed through a process of conclusion drawing. The results indicate that Class IIA Lhokseumawe Prison has implemented legal protection for prisoners by providing three daily meals in accordance with the *Standard Food Menu Book 2020*. However, several obstacles persist, including limited budget, inconsistent availability of food ingredients, and inadequate kitchen facilities. Prisoners reported that while the quantity of food was sufficient, issues regarding quality, menu variation, and taste remained their main concerns. In terms of implementation, the supervision and complaint mechanisms have not been fully optimized. This shows that legal protection has not yet been substantively effective. The study concludes that legal protection of the right to proper food for prisoners still faces implementation challenges in practice. Efforts such as budget increases, kitchen staff training, involving prisoners in satisfaction surveys, and enhancing external supervision are necessary to ensure the comprehensive and humane fulfillment of prisoners’ rights.
